Prime Minister's Health Security Scheme (PMSSY) is to remove
the inconsistencies of the availability of affordable / reliable health
services in different parts of the country in general and in particular the
facilities to achieve quality medical education in the states. This scheme was
approved in March 2006.
Execution
first round
In the first phase in PMSSY there are two components - Six
Institutes like All India Institute of Medical Sciences (AIIMS), Bihar (Patna),
Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur),
Chhattisgarh (Raipur) and Uttaranchal (Rishikesh ), Establishing each one in
each (most of these have started), and upgradation of existing 13 medical
institutes.
These states are selected by the Human Development Index,
literacy rate bed ratio, poverty line and per capita income, various health
index such as availability of beds on the basis of population, rate of spread
of severe communicable diseases, infant mortality rate etc. various social

super specialty, 100 beds for ICU / accident trauma, 30 beds for both Ayush and

Apart from this, in 13 existing medical institutions spread
across 10 states, each institution will be upgraded by the cost of Rs 120 crore
(in which Rs 100 crore will be spent by the Central Government and Rs 20 crore
by State Governments). These institutions are:

Nizam Institute of Medical Sciences, Hyderabad, Telangana
Sri Venkateswara Institute of Medical Sciences, Tirupati
Government Medical College, Salem, Tamilnadu
B.J. Medical College, Ahmedabad, Gujarat
Bangalore Medical College, Bengaluru, Karnataka
Government Medical College, Thiruvananthapuram, Kerala
Rajendra Institute of Medical Sciences (R), Ranchi
Grant-Aided Medical College and Sir J.J. Group Hospital,
Mumbai, Maharashtra
Second phase
In the second phase of the PMSSY, the government has
approved the upgradation of two Indian Institute of Institutes- two more
institutions, one from which the Institute of West Bengal and Uttar Pradesh
State and six Medical College Institutions are as follows-

Government Medical College, Madurai, Tamilnadu
Government Medical College, Nagpur, Maharashtra
Jawaharlal Nehru Medical College, Aligarh Muslim University,

P.B.D. Institute of Postgraduate Medical Sciences, Rohtak
The estimated cost for the institute like AIIMS is Rs 823
crore. For these institutions, the expenditure to be borne by the Central
Government for each is 125 crores.
third step
The third phase of PMSSY is proposed to be upgraded to the
existing medical college institutes.

According to the institution for upgradation of each medical
college, an estimated cost of 150 crores has been estimated. Out of which 125
crores will be contributed by the Central Government and remaining 25 crores
will be spent by the concerned State Governments.
